On April 7, 2026, County Executive Calvin Ball announced that Howard County will become Maryland's first community solar developer โ a landmark step in making clean energy accessible and affordable for all residents.
With $14 million in the proposed FY 2027 Capital Budget and over $4.4 million in Maryland Energy Administration grants, the County is building five solar projects across Howard County that will generate a combined 5 megawatts of electricity.
This isn't just about clean energy โ it's about equity. Half the power from the largest project will be provided free to low-income households, while the remaining projects will offer 25% discounts to low- and moderate-income subscribers.
